Shannon Guiltinan
Researcher
Shannon Guiltinan is a Researcher at Chapin Hall at the University of Chicago. Her work includes both qualitative research and quantitative analysis of programs that support children and families. She is the project manager for the Head Start Community Assessment, an annual effort by Chapin Hall, under contract with the Chicago Department of Family and Support Services, to produce indicators around supply and demand of early childhood programs and an assessment of community needs for all Chicago community areas. Guiltinan also works on several projects examining youth who are involved in both the juvenile justice and child welfare systems, their pathways leading to multiple system involvement, and the key characteristics and trajectories of this population. In addition, she provides research support for multiple projects utilizing public school, juvenile justice, and child welfare administrative data. Since joining Chapin Hall in 2001, Guiltinan has worked on research involving out-of-school time supports and opportunities, career and technical education programs, discipline practices in Chicago public schools, workforce training programs, and disconnected youth.
Prior to coming to Chapin Hall, Guiltinan worked for the American Public Human Services Association, helping with administration of the Association of Administrators of the Interstate Compact on Adoption and Medical Assistance and the National Center on Elder Abuse.
Guiltinan holds a Master of Public Affairs from the Indiana University School of Public and Environmental Affairs and a Bachelor of Arts in History from the University of Notre Dame.
